His views about universal peace are rooted in his epistemology and critiques. According to Kant, among human beings, the transformation from the natural state of war to the state of peace takes place in stages. At the international approach, law is legitimized by free governments, and true civilization is possible only by abandoning the idea of war. Therefore, the rule of law caused to international peace and security and protecting human rights. He said about Preliminary and Definitive Articles for Perpetual Peace among States. This paper, with the focus on Kant's thought, examined the concept of peace along with its background, conditions and how to achieve it through the international rule of law and the obstacles in this way.
