اعتباریات اجتماعی و سیالیت مؤلفه‌های فلسفه سیاسی

چکیده

مکاتب مختلف فلسفه سیاسی تلاش دارند تا به پرسش‌های مهمی درباره ماهیت حکومت، انواع حکومت‌های مطلوب، شایستگی حاکمان، ساختارهای حکومت، ملاک‌های مشروعیت، مقبولیت و کارآیی حکومت‌ها، انتظارات مردم از حکومت‌ها، و مناسبات مردم با حکومت‌ها از منظر خود پاسخ گویند. در واقع، نوع پاسخ‌ها به پرسش‌های فوق بستگی تام به نوع جهان‌بینی، انسان‌شناسی، و فلسفه سیاسی‌ای دارد که فیلسوفان از آن تغذیه می‌کنند. این تحقیق تلاش دارد از منظر ادراکات اعتباری به ماهیت این پرسش‌ها و پاسخ‌های آن‌ها بنگرد. اعتباریات اجتماعی شامل همه امور، اصول، افکار، ساختارها، و قوانین اجتماعی اعتباری است که انسان‌ها برقرار می‌سازند و مبتنی بر نوع نیازی که انسان‌ها دارند ساخته شده و فعالیت می‌کنند؛ نه اینکه پیش از نیاز انسان وجود داشته باشند. نظریه اعتباریات اجتماعی نشان می‌دهد که پاسخ‌گویی منطقی به پرسش‌های فوق تحت تأثیر فزاینده متغیرهای مهمی چون زمان، مکان، فرهنگ، سنت، رسوم و عادات، طبقات اجتماعی، ذهنیات مردم، نیازها، و انتظارات آن‌هاست. از آنجا که این متغیرها دچار سیالیت و تغییرپذیری تاریخی و جغرافیایی هستند، در نتیجه پرسش‌های مذکور فلسفه سیاسی نیز پاسخ‌هایی ثابت ندارند؛ بلکه متناسب با تغییرپذیری متغیرهای اعتباریات اجتماعی، نوع پاسخ‌ها به پرسش‌های مذکور نیز دچار سیالیت و نوسان خاص خود می‌شود. با این حال می‌توان به برخی مبانی و اصول ثابت مبتنی بر تجربه تاریخی دست یافت؛ از جمله محوریت دانایی، فضیلت، کارآیی و مهارت، رضایت و مقبولیت مردمی، عدالت، آزادی، قانون، رفاه و امنیت، زیستِ اخلاقی و نظایر آن در تمامی نظریات مربوط به مقولات فلسفه سیاسی. اگرچه ممکن است مصادیق این اصول در جاهای مختلف تفاوت‌هایی با یکدیگر داشته باشند.

Social Constructs and the Fluidity of the Components of Political Philosophy

Various schools of political philosophy seek to answer fundamental questions concerning the nature of government, the ideal forms of political systems, the qualifications of rulers, governmental structures, the criteria of legitimacy, popular acceptance, and efficiency, as well as people’s expectations of governments and the nature of the relationship between the state and society. In fact, the type of answers given to these questions is deeply dependent on the worldview, philosophical anthropology, and political philosophy from which thinkers draw their assumptions. This study examines the nature of these questions and their answers from the perspective of socially constructed perceptions (iʿtibārāt). Social constructs encompass all socially established principles, ideas, structures, and laws created by human beings on the basis of their needs; they do not exist prior to those needs. The theory of social constructs demonstrates that rational responses to the aforementioned political questions are increasingly shaped by variables such as time, place, culture, traditions, customs, social classes, collective mentalities, and people’s needs and expectations. Since these variables are fluid and subject to historical and geographical change, the central questions of political philosophy do not admit fixed and immutable answers. Rather, in accordance with the changing nature of social constructs, the answers themselves undergo fluctuation and transformation. Nevertheless, it is possible, based on historical experience, to identify certain relatively stable principles, such as the centrality of knowledge, virtue, efficiency and skill, public satisfaction and acceptance, justice, freedom, law, welfare and security, ethical life, and similar values, which appear across theories of political philosophy, even though their concrete manifestations may differ.
